Conversion to GPA

Hi,

I know this is one of the most repeated questions, but i was wondering If anyone would know how much does 7.25/10 CGPA (indian tier 1 university) translates to 4 scale GPA. I heard many of them telling to go to WES and get it done, and a few telling you dont need to conver etc, but in case you have already converted it or have any idea about approximate number, I'd appreciate your help.
