Opinion on model validation? Exit op, pay, etc

I'm interviewing for some model validation positions (at commercial banks, not IB's) and I was wondering is it considered a "lower" position than market risk? I heard people tend to lateral to different risk positions after 2-3 years. Could someone explain why?
 
It is difficult to give a general answer. Low morale (and issues in retaining people) can be caused by a multitude of things, for example if the group hires highly technical people, but the workload is mostly clerical in nature: Checking boxes and filling in spreadsheets. Ask about day to day and how long the current people have been on the team in an interview.
