Passing the quiz will take you to the next level and give you access to the material. So in order to complete the new level's homework you will have to pass the previous quiz. So yes, you can. There is no particular order about that. About re-submitting previous homework, you should consult with your TA before doing it.

Resubmissions, per the policy, are allowed until the next hw has been submitted. It is ok to take the quizzes regardless.
